Job Goal/ Summary:
To direct the development, planning, and implementation of the long-term, information technology strategy and leverage the effective use of digital technology and infrastructure that supports student achievement, provides for effective and efficient district operations, and ensures a secure environment.
Qualifications:
Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Technology, Information Assurance, Cyber Security or a closely related field.
Master's in a related field is preferred.
Minimum of Seven (7) plus years' experience in information systems, cloud-based technology administration.
Minimum of three (3) years of management experience within the IT environment is required.
Excellent interpersonal, verbal, and written communication skills.
Educational software system experience preferred.

Essential Duties and Responsibilities:
Establishes the district's technology vision and long-range plan to meet the present and future needs of students and staff to achieve district goals.
Ensures measures are in place to mitigate risks to network security by identifying potential and actual security problems.
Implements improvements to maintain security controls in order to mitigate risks of security related issues.
Provides leadership for the design, configuration, operation, maintenance, and security of a robust technology infrastructure that supports current and emerging technologies.
Directs information technology activities including software development and reporting, acquisition, implementation, systems analysis, internet services, network systems, telecommunications, hosting systems, network and computer security, computers and A/V technology, and help desk.
Manages the strategy for integration of digital instructional technology into the curriculum and teaching practices of Madison City Schools.
Collaborate with the Coordinator of Instructional Technology to assess near and long-term network capacity needs.
Directs the design and administration of operational systems and servers (e.g., email systems, voice and video systems, directory services, print queues, device assignments, mass storage systems, backup systems, disaster recovery, security, antivirus, spyware) and ensures the availability of services to all authorized users.
Evaluates and selects digital curriculum program options to ensure the most up-to-date and current instructional technology programs and tools are utilized in the school system's day-to-day teaching practices.
Develops and maintains a district-wide information system recovery plan in order to ensure a timely response and effective restoration of services. Serves on district-level committees during a disaster, emergency, or event that affects information technology services or security.
Directs the Information Technology department's financial and business operations including budget preparations, monitoring and controlling projects, and operational expenditures. Provides technical information required in the preparation of the annual budget including needs for upgrading hardware/software and resources required to ensure a timely response to district technology users.
Works in tandem with the Coordinator of Instructional Technology to develop a district technology budget.
Oversees the implementation and operation of the state approved Student Information System.
Implements and leads the district's E-Rate program.
Assists in the development of district policies and procedures governing technology, software, data issues, and network security and enforces those policies and procedures in compliance with federal and state laws.
Facilitates the development and implementation of the District technology strategic plan.
Oversees the storage of all student achievement and learning progress data into digital format and that the data is accessible to the appropriate parties.
Develops, maintains, and manages a method for feedback and assessment of the instructional technology and educational media used within the school system to evaluate the level of responsiveness and effectiveness in meeting the needs of the district.
Participates in a variety of meetings as required (e.g. workshops, committees, community and public agencies, seminars, conferences, etc.) for the purpose of conveying and gathering information regarding a wide range of subjects related to technology.
Establishes an effective means of communication with vendors, principals, school district office personnel, and others to serve as the primary point of contact for instructional technology issues.
Develops and/or approves and maintains a system to manage instructional technology contracts, purchase instructional technology tools, and actively seek and/or procure funding for instructional technology.
Maintains proper documentation of expenditures associated with instructional technology grants (e.g. purchase orders, invoices, equipment inventories, etc.) in coordination with the Information Technology department.
Directs and ensures proper documentation for individual school and district-wide inventory of instructional technology assets in coordination with the Operations department.
Assigns personnel to various projects and directs their activities regarding hardware/software requirements.
Attends staff, Board, and other professional meetings as required to exchange information, and attends professional seminars or conferences to improve skills, and conducts staff and other professional meetings.
Provides leadership and supervision over assigned personnel to ensure employees have a clear understanding of their job responsibilities.
Selects personnel and conducts performance appraisals on assigned employees and makes recommendations for appropriate employment action to ensure a standard of accountability is met as defined by the department's goals and objectives, as well as the policies established by the Madison City
Provides and ensures employees' participation in professional developmental training opportunities as needed to perform their job duties.
Responsible for developing, maintaining, and improving operating procedures to improve efficiency and effective use of school resources.
Support the ACCESS Support Center as needed.
Performs other job-related duties as assigned.
This position will be subject to the Students First Act of 2011. Madison City Schools reserves the right to fill this position by transfer of a qualified applicant who is already employed by Madison City Schools.
Under the Students First Act of 2011, no credit toward tenure or non-probationary status is earned in the initial school year of employment if the date of hire occurs after September 30.
