Director, Administrative Hearing Program
Duties: Provides administrative hearing services to local government agencies on a contract basis. Provides administrative hearing services to local government agencies on a contract basis. Under these contracts, provides a neutral and unbiased administrative hearing process for persons appealing local government agency decisions. There are currently 15 types of appeals being heard, primarily parking citations, and each type of hearing must follow a specific decision template. The services provided by the AHP include the design of a neutral hearing process, hiring, training and supervising an independent contractor panel of neutral hearing officers and consulting with local governments. Reviewing evidence and making a timely decision in each contested case. In addition, the AHP is responsible for investigating certain cases, and providing both follow-up on case processing and record keeping. Responsible for negotiating contracts with local agencies to provide administrative hearing services. Reports to the Law School Vice Dean but works independently with minimal oversight. Supervises the Assistant/Associate Director. Serve in the capacity as the Presiding Administrative Hearing Officer for the AHP. Supervise and train AHP Hearing Officers. Maintain quality control standards for the AHP. Develop, maintain, implement, and modify procedures for the fair and efficient adjudication of administrative disputes. Confer with appellants, respondents (and their representatives), and prosecuting agency personnel regarding the scheduling of hearings, the granting of continuances, and the issuance of subpoenas. Communicate with interested parties and the public, including the press and elected officials, regarding appeals procedure and hearing practice in general. Meet and confer with government officials and local court officials for planning, forecasting, and training needs in general. Maintain budget oversight of the AHP finances in coordination with the accountant assigned by the University’s External Funds Accounting Office (or successor office). Coordinate foreign language translation for bilingual hearings conducted by the AHP. Ensure the AHP is up to date regarding the law affecting local administrative hearing practice. Develop and maintain proposals for new contracts.
