Director, Contract & Procurement Management (Administrator III), Contracts and Procurement Management
Duties: Reports to the Associate Vice President Financial Operations and is responsible for purchasing and contracting functions supporting approximately $100 million in annual spend across a diverse group of goods and services, inclusive of capital construction. Responsible for leading, driving, and modeling best practices in contacts and procurement management and leveraging system-wide buying power. Oversees a department headcount of nine. Administer the contracts and procurement management of commodities, services, information technology, student service learning, study abroad, maintenance agreements, and major and minor construction. Seek opportunities to improve service, consolidate spend, leverage vendors, and implement new systems and new ways of doing business that are cost-effective and that promote the efficient operation of the university’s organizational structure. Play a leadership role in assessing procurement technology systems supporting the department and recommending of enhancements/improvements.. Provide leadership and strategic direction for spend management efforts. Establish spend management as a practice, approach and methodology in support of the university mission and department objectives. Develop programs to provide strategic options around the entire source to settlement lifecycle and best practice processes. Participate with leadership in the establishment, communication and implementation of business goals and cost savings initiatives.. Develop, interpret, and apply policies, guidelines and procedures. Ensure compliance with all standards and regulations of the CSU and State of California. Streamline the contract management process/lifecycle to ensure greater compliance, adoption and faster cycle times. Keep abreast of industry/university best practices and trends in purchasing, payment and related areas to initiate appropriate innovations; initiate and lead deployment of and compliance with standard processes, specifications and best practices.. Establish and maintain an effective working relationship with campus departments and business partners. Assure robust and regular communication on procurement issues both in writing and in person. Encourage widespread adoption of strategic agreements, preferred relationships and other related initiatives. Set the appropriate fiduciary, ethical and professional tone for the department staff.. Develop business plans, goals and objectives, and annual operating budget and implement short and long term operational strategies for the department. Manage, lead and inspire the Contracts and Procurement Management team. Responsibilities include but are not limited to: mentoring, goal setting and monitoring, honest and clear regular feedback (positive and corrective as needed), career development and coaching. Complete special projects and perform other duties.
