Director of Federal Relations
Duties: Advances the University’s broad federal relations agenda; coordinates the development of the University’s federal legislative positions; advocates these positions to key stakeholders including members of Congress, the Administration, federal agencies and higher education organizations; and promotes the University’s federal interests in the areas of higher education, research, and regulatory policies. Will establish and maintain strong relationships with the Maryland Congressional Delegation and staff, other key legislators, Administration officials, and federal agencies to advance the university’s priorities. Working closely with the Executive Director of Government Relations, will develop and implement a robust federal relations strategy that aligns with University strategic priorities; advises and engages the president and other campus leaders, faculty experts and professional staff in federal legislative, budgetary and regulatory matters; identifies and assists the campus in pursuing opportunities with Congress and the White House; and manages inquiries from the congressional delegation. Develops and implements a comprehensive federal relations strategy including yearly legislative, budgetary and regulatory priorities and advocacy plans; and opportunities to increase federal funding for research in conjunction with the Vice President for Research. Designs, oversees and evaluates strategies on legislators and agency directors visits to campus; briefings on the Hill; and special advocacy efforts, such as lobbying days and alumni advocacy efforts and events. Monitors federal legislation of interest to the University, including federal student aid programs, funding for scientific research, immigration policies, and technology transfer and intellectual property law. Maintains an in-depth knowledge of national higher education issues and a national network of contacts with leaders in higher education. Advises the President on federal legislative matters and on issues and actions of national higher education associations; and serves as the designated University government relations representative to national higher education associations. Monitors and interprets federal budgets, legislation, regulations and/or proposed actions by federal government entities and advises senior management of potential campus impact. Consults with the University’s colleges and schools to inform and support their federal relations needs and activities. Identifies opportunities for University faculty and staff to participate in congressional hearings, executive branch advisory groups and task forces, and national education forums. Creates and mobilizes coalitions of University, association and business interests in support of the University’s agenda. Develops and maintains relationships with alumni who work in the public policy arena.
