Contract Specialist - GS 9 - 11
The candidate responsibilities includes: Procurement of information technology supplies and services, long haul telecommunications, commercial satellite communications and/or facility enhancements for DISA and non-DISA mission partners. Assist mission partners with acquisition planning. Collaborate with mission partners on the preparation of complete acquisition packages. Prepare and issue solicitations. Evaluate proposals and quotes. Prepare and award contracts and orders. Administer contracts and orders. Serve as the primary business advisor to mission partners. Assist with resolution of billing and invoice inquiries.
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
Basic Education Standards for positions in the 1102 series:
Bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees
24 semester credit hours in any combination of the following business fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
For the GS-09, must have 1 year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal Service, Military, or Private Sector.
Must demonstrate experience in contracting methods and performing basic price or cost analysis.
For the GS-11, must have 1 year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal Service, Military, or Private Sector.
Must demonstrate experience negotiating, awarding and modifying contracts and developing terms and conditions of contracts.
Substitution Of Education For Experience At GS-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
Substitution Of Education For Experience At GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
