Legal Assistant II
The candidate provides specialized and responsible assistance and support to the Port Attorney or assigned attorneys involving a wide variety of legal support related to compiling, organizing, processing, filing, maintaining, and updating various forms and procedures, agreements, leases, contracts, public works specifications, opinions and litigation, and other legal documents of more complex and sensitive matters. Prepares initial drafts of and/or reviews consultant agreements, tenancy (including Right-of-Entry) and license agreements, bonds, and other form agreements in conformity with office requirements. Prepares and maintains logs, calendars and tickler systems (including follow-up) related to claims, hearings, motions, and other litigation matters, including discovery and pretrial deadlines, appeals, contract work requests, public works contract completions, bond financings, and environmental issues. These tasks may involve interaction with legal secretaries, other Port personnel, the Port's outside or special counsel, clerk's offices or filing services for filing documents in state and federal courts, court reporters, court personnel, and other Port stakeholders. Schedules and coordinates tasks; interfaces with other Port Attorney personnel, other Port departments, outside services, or court reporters in processing and/or handling notices, pleadings, filings, litigation related discovery, hearings, reservations, meetings, recording documents and following up on execution of documents as directed and/or in accordance with office procedures. Assembles large numbers of paper and eletronic documents in support of complex business negotiations, financings, and for use as evidence in legal proceedings, including exhibits, pleadings and interrogatories, which may entail typing, identifying, categorizing, organizing, and compiling and/or assembling a large variety of legal documents and complex clerical records and reports, and labeling binders, boxes, and files. Prepares and serves a wide variety of notices, including demand letters, notices to pay rent or quit, and other notices of default, notices of intent to discipline, notices of discipline, prepublication and publication notices of ordinances and civil actions filed, including service of summons and complaint by publication. Performs, as directed by assigned attorneys, historical searches of files involving matters previously handled by the office, searches on Westlaw (a computerized legal database), shared electronic document drives and libraries (such as SharePoint) and the Internet, and searches of legal resource materials in the Port Attorney's law library. Cite checks legal references for accuracy; proofreads legal documents and other materials to provide true and correct documents. Assists in maintaining office standard forms of documents and templates. Maintains and implements various office manuals and procedures. Receives and responds to inquiries from Port employees and the general public concerning standard policies and procedures not requiring the Port Attorney's attention. Performs other related duties as assigned. A typical combination would include a high school diploma or equivalent with 5 years of demonstrated experience in either one or a combination of legal assistant position or a legal secretarial position. 2+ years of college education in liberal arts is preferred. An equivalent combination of education and experience may be considered, such as the completion of an accredited paralegal program. Knowledge of: The City Charter, the Administrative Rules and Bylaws of the Board of Port Commissioners, Administrative Manual Policies and Procedures of the Port, and various Port ordinances. Civil Service Rules, Memoranda of Understanding, and other policies and procedures governing employee affairs. The California Code of Civil Procedure, Local Court Rules, state and federal Rules of Court, and legal style manual. Principles of contract execution. Law office practices and procedures, including legal terminology, record keeping, filing methods, and standard processes and formats of legal documents. Related outside agencies sufficient to obtain necessary information. Ability to: Use correct English, including spelling, grammar, and punctuation in order to prepare clear, concise and grammatically correct reports and letters. Establish and maintain effective working relationships with other employees and the general public, including both oral and written communication skills to give clear and concise information. Proofread and correct typewritten materials and materials stored on a personal computer or on the Internet. Comprehend reading comprehension to interpret, address, and edit correspondence and documents and to perform research as needed. Operate modern office procedures and equipment, including the use of personal computers, all programs in the Microsoft Office Suite (including Word, Excel, PowerPoint and SharePoint), time accounting software, Adobe Acrobat, Westlaw, and the Internet. Organize work, set priorities, meet critical deadlines, and follow-up on assignments with a minimum of direction.
