Duties: Works within the Department of Justice’s Environmental Unit and serves as general legal counsel offering advice on a full range of legal issues when needed to the Department of Natural Resources and Environmental Control (DNREC). Advises the Office of the Secretary (Freedom of Information Act, legislation, regulations, hearings) and DNREC Divisions such as Waste and Hazardous Substances, Fish & Wildlife, Parks & Recreation, Watershed Stewardship (coastline and navigable waters), Water (ground and surface water, include wetlands), Coastal Programs (Coastal Zone Act), and Energy & Climate. Representation includes, enforcement of environmental laws and permit violations though administrative actions and litigation before administrative boards and Delaware Courts, review of documents, permits and contracts, and review of legislation and regulations, as well as advice in areas such as human relations and risk management. Strengths should include excellent written and oral communication skills, the ability to evaluate cases, determine resolutions, and anticipate legal issues through the ability to research accurately and effectively.
