Contract Specialist (NORESCO)
The candidate will contract drafting and administration including documenting compliance with contracting procedures, policies and regulations. Negotiate terms and conditions for trade labor subcontracts, consulting agreements, MOUs, and operations and maintenance agreements with construction, engineering, consulting, project management and energy vendors. Review agreements for compliance with state, federal, international, and local laws, rules, and regulations. Scope of review contains prevailing wage, insurance, retainage, lien waiver, bonding, international regulations, etc. Report subcontractor’s executive compensation to the Federal Funding Accountability and Transparency Act Subaward Reporting System. Report manpower dollars and hours to the Department of Defense and Department of Energy Contractor Manpower Reporting Applications. Review purchase orders for compliance with internal policies, corporate flowdowns, & prevailing wage requirements. Perform research as needed. Update contract administration procedures, as necessary and present and train personnel on contract administration topics and procedures at training seminars. Work closely with NORESCO’s Construction Department on evaluating potential and current subcontractors. Must have Bachelor’s degree, JD degree preferred, along with 3+ years of experience in contracts. Experience with construction contracts preferred. Excellent analysis, problem solving, writing and relationship skills required.
