Job Description:
The Operational Safety Advisor will interface closely and align activities with Facility Managers, Terminal Managers, Technical Managers, Operations Support Managers, and Engineers, Asset Integrity Leads.
Area of responsibility commensurate with Operating Assets within US Midstream terminals located in Seattle and Anacortes, Washington, and Portland, Oregon and support for pipeline facilities in Los Angeles, California Basin.
This role is a part of a geographically dispersed team of Operational Safety Advisors that support Midstream Assets in various regions in United States.
Compliance – Internal & External
Provide guidance regarding interpretation of Health & Safety requirements for Assigned Operational Assets (PNW and California assets) and assist Operations with compliance
Continually assess and improve existing procedures to ensure that each is “fit for purpose”, and are LEAN in its approach (however, staying aligned with other US Pipeline colleagues)
Partner with Operations on daily safety challenges (project work, contractors, etc.) to achieve ALARP solution (however, staying aligned with US Pipeline colleagues)
Ensure annual review and revision of Health & Safety procedures manual
Conduct and review JSSI forms and Observation Program
Assurance
Assist with Facility Self Assessments (FSA)
Liaison between Operations and ER Coordinator
Assist with LOD1 program where appropriate
Perform “spot checks” of HEMP, PTWs, JSA’s, MOCs, etc. to assure understanding of risk identification, safety procedures, etc.
Data Tracking – FIM & Fountain Assurance
Ensure that all incidents, near misses, non-compliances, etc. are entered into FIM; assist with audit findings being entered and tracked in FAM (Fountain Assurance) (assist with entry or ensure that items are entered)
Work with FIM Gatekeeper to ensure that all entries are in accordance with the Global Performance Monitoring Report (PMR); any disputes of classification should be worked with the FIM Gatekeeper
Investigations
Ensure appropriate Incident Investigations (5 why’s, Taproot, Casual Learning, etc.) are performed for all qualifying incidents (per 3.1 HSSE procedures) (facilitate or provide guidance to Ops, Engineering, etc)
Learning From Incidents
Assist that Learning from Incidents (LFIs) are prepared and distributed (per HSSE policy) for all qualifying incidents (prepare or assist with preparation, etc.)
Barrier Management
Participate in HEMP reviews, HazID’s and HazOps (provide assistance to HEMP Practitioner)
Emergency Response Planning
Assist and participate with Operations in Emergency Response Drills.
Training
Ensure that Health & Safety training courses are reviewed annually and kept up to date.
Projects
Forecast upcoming projects and provide necessary HSE documents
Facilitate project HSE support (safety coaches)
Focal point for the HSE metrics (leading and lagging indicators)
Provide Subject Matter (SME) expertise as requested/needed for all projects affecting assigned Operational assets (i.e. document reviews, advice, etc.). (Larger projects are typically coordinated through the Sr. Technical Safety Projects Advisor)
Contractor Safety Management
Ensure an understanding of the Contractor Safety Management System (8.0 CSMS) by assigned Operational assets and proper execution of program
Review all contractor variance requests (per the CSMS) and provide recommendations accordingly
Security Support
Ensure that all security incidents (unsafe acts/conditions), non-compliances, etc. are entered in FIM properly
Partner with Operations on daily security challenges (project work, contractors, security systems, reporting internally and externally etc.).
Ensure and assist with annual review of LOD1-Security Self-Assessments etc. (update as needed/required).

Requirements:
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor's Degree or Associates Degree in any related course is preferred.
Minimum five (5) years experience in operations with expertise in HSSE capacity
Recognized qualification in area(s) of HSSE and/or operations preferred
Must have a valid driver’s License
Must be able to obtain a TWIC card
Must be able to obtain a HAZWOPER/OPA First Responder Certificate
