Assistant General Counsel III

Duties: Provides legal advice and counsel to System administrators, faculty and staff in areas, including but not limited to: student issues, including First Amendment issues, Title IX compliance, FERPA compliance, ADA/504 compliance, Clery Act compliance, and law enforcement issues. Advises and works closely with the various system members’ student conduct office, risk management and compliance office, academic affairs for academic and honor code dismissals, residence life, and athletic departments. Provides legal advice and counsel to System administrators, faculty and staff in areas, including: advising on student affairs and personnel matters; interpreting federal and state laws and regulations; interpreting System policies, regulations, and rules; developing and drafting policies and procedures; drafting legislation; drafting requests for Attorney General Opinions, open records decisions and related amicus briefs; and developing well researched internal legal memorandums and opinions. Coordinates with the Texas Attorney General’s Office regarding non-employment litigation, investigates and handles charges brought by students with external civil rights agencies (ED & DOJ), and coordinates responses to subpoenas served on system members. Provides representation of and legal advice and counsel to System clients in judicial and internal and external administrative hearings. Participates in Office of General Counsel matters, including practice area assignments, workshops, briefing papers, legal memoranda, special initiatives, etc.
