Equal Opportunity and Policy Development Director
The candidate will plans, organizes, directs and provides overall leadership for the University’s programs and procedures associated with equal employment opportunity, affirmative action, Title VII, ADA and other regulatory compliance matters. Conducts investigations into allegations of discrimination, including Title IX investigations, drafts reports, makes findings and recommendations and coordinates University response. Works closely with the Director of Title IX to provide timely responses to Title IX complaints, including initiating interim measures and appropriate referrals for policy violations; Directs the collection and analysis of and/or collects, analyzes and interprets data such as applicant flow, hiring, termination, promotion, salaries, and transfers for government reporting and internal monitoring processes. Oversees the preparation of and/or prepares required federal and state EEO reports and maintains statistical and empirical data necessary for program compliance; Oversees the development of and/or develops, reviews, and revises University’s Affirmative Action Plan, policies and procedures; identifies recruitment and advertisement sources; reviews University policies and procedures to ensure nondiscrimination and compliance with federal, state and local laws and regulations; Establishes and maintains compliance calendars to identify deadlines related to fulfilling the University’s Affirmative Action programs for minorities and women, veterans and persons with disabilities; Facilitates intake and directs the investigation of and/or investigates discrimination complaints filed by, or against, faculty, staff, and students concerning workplace discrimination/harassment, and other allegations regarding discrimination/harassment , coordinates with the Title IX Director on Title IX complaint intake and investigations; advises faculty, staff and students of their rights under University policy regarding nondiscrimination and federal regulations. Mediates and resolves internal and external complaints of discrimination; Interprets state and federal legislation as it relates to equal opportunity and affirmative action; assesses impact of such legislation on University policies, programs, and services; recommends and assists in development of action plans; Formulates and presents training programs to educate staff involved in employment process (recruitment, promotion, selection). Conducts training in areas of affirmative action, including educational programs and class presentations on EEO, ADA and Title IX related issues; Works closely with Human Resources and Student Disability Services staff, to ensure compliance with the universities’ legal obligations pursuant to the Americans with Disabilities Act and the Family Medical Leave Act. Advises and instructs HR staff in all areas that relate to the substantive areas of the position, i.e., Equal Employment Opportunity, Title VII of the Civil Rights Act, Age Discrimination in Employment Act, Americans with Disabilities, etc; Works with the University’s Clary Officer to insure the validity of the Annual Security Report crime statistics; Advises search committees regarding their responsibility for adherence to Affirmative Action Guidelines and their need to strengthen and meet challenges of improved recruitment and retention of underrepresented groups and monitors hiring processes to ensure adherence to guidelines.
