Shell’s Renewables & Energy Solutions business was created in 2016 and leads the development and growth of Shell’s integrated power business, including low-carbon sources like wind and solar, new mobility options like electric vehicle charging and lower-carbon fuel options like hydrogen for industry and road transport. Shell continues to provide customers with more renewable and low-carbon power, helping customers to switch to these options through energy solutions and decarbonization services.
The successful candidate will report to the Regulatory Affairs Manager in the Shell Americas Offshore Wind team. Over the coming years the scope and development opportunities for this role is expected to evolve as the portfolio and team grows and matures, including responsibilities of supporting Shell’s offshore wind strategy and policy positions, overseeing direct reports and/or directly supporting new Shell ventures in permitting strategies and management. Shell will adjust accordingly, and further organizational growth and alignment may then be considered.
As a Senior Regulatory Advisor, you will be responsible for the following duties:
Supporting Offshore Wind Americas business development teams in the identification, shaping and development of U.S. opportunities for Shell
Supporting the Regulatory Affairs Manager in structuring and building the business regulatory affairs organization, including permitting, compliance and enforcement policies, for the portfolio
Support Offshore Wind Americas business in leading relationships with government in shaping policies and regulations for U.S. offshore wind industry
Lead Shell Regulatory and Compliance Analysts and contractors in interpretation, evaluation, and presentation of new regulations and policies; Advise Shell portfolio and business leads on emerging regulations and policies
Set Shell Offshore Wind Americas positions and policies – internally and externally – supporting the responsible industry advancement of offshore wind in the Americas Region
Work closely with Shell functions (Corporate Relations and Legal) to develop advocacy strategies and externally represent Shell Offshore Wind Americas in government engagements
Extensively responsible for leading permitting workstreams for one or more Shell U.S. offshore wind projects and/or ventures in the early development phases
Ensure consistency in policies and positions within broader Shell RE&S portfolio
Identify and pursue synergies and best practices for between U.S. offshore wind industry, industry trade association, government, and non-government stakeholders, specific to environmental impacts, mitigations, and collaborative research
Collaborate with Shell Offshore Wind teams in Canada and South America on regulatory advocacy, including shaping emerging regulatory frameworks
Requirements
What we need from you –
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Candidate must have minimum of five (5) years working experience in U.S. Administration, Congress, and/or federal regulatory agency responsible for overseeing offshore energy projects,
Advanced degree (MSc, PhD, JD) in relevant fields such marine biology, marine ecology, land use planning, environmental science/engineering, or environmental law/policy or a similar
Experience with National Environmental Protection Act (NEPA) assessments for large-scale infrastructure projects and other associated permitting activities or tasks
Demonstrated familiarity and experience with permitting requirements of agencies managing offshore energy, under the jurisdiction of BOEM, National Oceanic and Atmospheric Administration (NOAA); U.S. Army Corps of Engineers (USACE); U.S. Coast Guard (USCG), U.S. Fish and Wildlife Service (USFWS), the Department of Defense (DOD), and/or the Federal Aviation Administration (FAA)
Relevant experience in permitting and leading engagements with regulators and stakeholders related to large infrastructure projects, regulations, and policies
Demonstrated ability to work both in a team environment and managing permitting activities independently with little supervision
Strong oral and written communication and presentation skills, including experience in communicating across levels of governments, organizational stakeholders, and external groups
Highly motivated, self-starter, ability to work well with others and be a good team player
Ability to work in a multi-cultural and fast-paced environment
Strong research and analytical skills in assessing emerging policies and regulations
Ability to operate within a dynamic and rapidly changing environment
Experience in supervision of others; preferably direct reports
Ability to travel as needed to internationally (10%) and domestically (up to 30%) to Shell project offices, industry meetings, and U.S. government offices
