Job Description
LPRO is an exciting place to work, offering a front row seat to the state decision making process. The ideal Legislative Analyst will be familiar with Oregon’s legislative process, enjoy working with people, flexible and nimble in the face of change, and have a track record of serving people with different perspectives and goals. The ideal candidate will be well organized, able to exercise independent judgment and discretion, and have excellent written and verbal communication skills. The Legislative Analyst will typically carry a portfolio of work that includes staffing committees, task forces, and workgroups, and fulfilling research requests from legislators. This position will often engage with legislators and their staff, other legislative branch agency staff including Legislative Counsel and Legislative Fiscal and Revenue Offices, external stakeholders such as government affairs professionals, and the public. The Legislative Analyst will work closely with other LPRO staff and participate in internal efforts to continually improve our products and services.
The work of the Legislative Analyst allows for a hybrid work schedule (partly on-site, partly telework) dependent on time of year and subject to the director’s approval. During legislative sessions, LPRO employees work on-site to serve the assembly and staff. However, the Legislative Analyst position has flexibility for telework depending on work assignments and legislative needs when the legislature is not in session.

Qualifications
Additional work history and experience of the successful candidate will include:
Knowledge of:
State and federal law and administrative rules
Standards and techniques for conducting nonpartisan public policy research
Oregon’s governance structure
Legislative rules
Basics of parliamentary procedure
Subject matter content
Skill in:
Conducting nonpartisan, objective public policy research
Evaluating external research and reports for bias and accuracy
Meeting facilitation
Reading, comprehending, and summarizing legislation
Developing creative and collaborative solutions for legislators that draw upon subject matter expertise and research-based evidence
Summarizing technical information orally and in writing to meet needs of intended audience
Investigating current law, policies, and past legislative history affecting proposed legislation and committee issue areas
Ability to:
Prioritize competing demands and meet hard deadlines
Communicate effectively and professionally in person and in writing
Maintain attention to detail
Maintain confidentiality
Maintain an impartial, nonpartisan perspective in a political environment
Identify areas of consensus and disagreement among legislators and stakeholders
Understand political context of policy discussions
Collaborate with LPRO team members
How To Qualify
Your application must demonstrate:
Graduate Degree in Public Policy, Public Administration, Law, or other related field; and,
Three (3) years of experience researching, analyzing, interpreting, developing, or administering public policy.
An additional degree may substitute for one year of experience.
*An equivalent combination of education and experience sufficient to demonstrate ability to perform the duties of the position may be considered .

Special Information
Over the next two years, the Capitol Building will be undergoing extensive renovation and construction projects which may limit accessibility to employees. This will require Legislative employees to work both from home and within the building as the construction project dictates. While working from home, personal, stable, and high-speed internet access will be required to perform the functions of this position. There may be occasions that require employees scheduled to be working from home to report to the Capitol building. Every effort will be made to provide reasonable notice. However, employees may be required to report to the building on short notice. The Capitol building is located at 900 Court Street NE, Salem, OR 97301.

The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by roughly 6.95% and 6% will be automatically be subject to a mandatory employee contribution to PERS.
