The candidate will manage enforcement case files, independently prosecute cases, serve as hearing officers, conduct legal research on complex matters of insurance law, and provide general legal support to the rest of the Department. Will be primarily responsible for legislative matters and serve as the legislative liaison for the Department, interfacing with the Nebraska legislature and other stakeholders regarding all legislation affecting the insurance market and insurance regulation in Nebraska. This includes supporting the Department's legislative priorities. Research issues, render opinions, and enforce and administer the law under the General Counsel's supervision concerning all areas of insurance law. Coordinate with case investigators to ensure information is gathered for successful case preparation and to facilitate the administration and enforcement of agency statutory authority. Respond to inquiries from other divisions within the Department of Insurance, insurers, insurance producers, and the public, and draft letters and memoranda on issues as requested by the General Counsel or Director. Draft correspondence, motions, pleadings, findings of fact, conclusions of law, rules, orders, and other legal documents to provide legal assistance to teammates or to agency management. Prosecute violations of law against licensed individuals and entities at administrative hearings. Such prosecution includes conducting and preparing direct and cross-examinations, opening and closing statements, and settlement negotiations, as well as confer with other Divisions at the Department, witnesses, other attorneys, and other government officials. Serve as hearing officer on behalf of the Director for the Department. Occasionally provide public presentations to consumer, agent, and industry groups. Participate in the adoption and amendment of insurance laws and Department regulations and participate in various task force, committee, and sub-committee meetings with the National Association of Insurance Commissioners (NAIC).
