Responsibilities: Organize and oversee Capitol Hill, federal regulatory activities and field implementation strategy in coordination with the Federal Policy Director, the issue team leaders and functional team leaders. Convene regular meetings of federal advocacy team members, federal policy director, contract lobbyists, and others to update, coordinate and prioritize Hill and federal regulatory outreach. Participate with senior leadership in broad strategy discussions with a focus on how federal advocacy strategy fits into the overall CRL policy strategy and resource availability or constraints on the federal team. Track federal team activities and report on them for purposes of board and funder reports, other inter-organization communication, and for evaluating the effectiveness of current initiatives, and identify where improvements may be needed. Assume a leadership role in the oversight of external lobbying partners and third-party vendors supporting lobbying efforts including the management of contracts and ensuring compliance with federal lobbying reporting laws Represent CRL at external functions, such as at receptions and conferences (this is likely to include events beyond typical office hours). Work, in coordination with the CRL Outreach Director, with other organizations and coalitions that are involved in CRL issues. Build relationships with coalition partners and industry partners, attend coalition meetings and/or identify the appropriate staff member to attend such meetings. Ensure that sign-on letters are handled in a timely manner and in accordance with CRL policy, including ensuring that issue leaders/project leaders are reviewing and recommending disposition. ensuring final approval is made in accord with CRL policy.This could be delegated to another member of the Federal Advocacy team. Serve as a spokesperson on a variety of topics in the media and on the Hill. Supervise Government Affairs associate, National Campaigns Manager, with possible addition of other federal advocacy staff as needed. Provide strategy leadership and insight with Federal Policy Director into federal opportunities and threats for each issue and help prioritize workplans that carry out federal component of issue plans. Provide feedback with others on issue plans, and their revision and implementation; assist with monitoring of plans and their demands on federal advocacy and raising issues of resource and scheduling conflicts. Develop and implement professional development with team members including, but not limited to, setting work assignments and the completion of Catalytic Coaching and HR responsibilities for team members Ensure that Federal Advocacy team provides appropriate levels of coverage to workgroup issues, assigning issues to team members to provide appropriate level of support to issues. This includes working with the President and EVPs to ensure highest level of coverage globally from the CRL federal team or identify where resources ae needed/more resources could be offered. Supervise professional staff members for field mobilization to coordinate between field outreach and Congressional targets (i.e. provide information to state and outreach team about what is needed, keep master list of who is assigned to what targets, manage sign-ons and federal piece of fly-in events. Consult and coordinate with Outreach Director. Responsible for compliance of Congressional and IRS lobbying reporting including working with accounting and policy counsels to ensure that proper internal and external costs are properly included, and a complete list of bills and issues are included, as well. Act as a change agent to drive Self-Help’s economic inclusion initiatives by integrating supplier diversity and the use of businesses owned by women and people of color in third party contracting and vendor management for relevant products and services. Perform other duties as may be deemed necessary.
