Chief Human Resource Officer
The candidate responsibilities will include: Implement a strong and effective leadership of our Human Resource department and provide quality-based HR integrated programs. Effectively lead in change management coaching. Effectively lead, communicate and implement HR initiatives college wide. Coordinate with executives, managers, faculty and classified staff to lead the college’s strategic and operational planning by synchronizing HR goals and programs with college initiatives and priorities. Assure and maintain full compliance with all current employment, safety, labor and administrative rules and laws. Proactively commit to result focused, college wide, risk management, risk mitigation, and risk control activities, trainings and initiatives. In collaboration with the President and Executive Team, promote a culture of compliance and accountability. Drive results through the maintenance of effective performance management systems, measures and rewards. Hold departments and managers accountable, and provide timely support to, regarding employment and labor relations strategies. Ensure compliance with Board and College policies and procedures. Implement, review and ensure compliance with State and Federal HR and employment laws including EEO, Affirmative Action and Oregon’s Equal Pay Act. Implement, review and ensure compliance with State and Federal HR and employment laws as well as Northwest Commission on Colleges and Universities (NWCCU) accreditation standards that apply to the HR function. Team collaboration and negotiation regarding governance and union bargaining, at all employment levels. Represent Lane Community College in negotiations with vendors, contractors and insurance entities. Represent the HR Department and College to internal and external communities with a high level of integrity in alignment with College vision, mission, and values. Coordination of senior leadership and legal counsel regarding grievance responses and complaint investigation (internal and external) consultations. Implementation and review specified HR functions such as employment relations, complaint investigations, documentation related to employee performance management, etc. Implementation and review the College’s efforts to continuously train and inform all College employees about Title IX compliance, discrimination and harassment prevention, mandatory reporter responsibilities, etc. Ensure staff development on diversity, inclusive climate and respectful learning and working environment issues. Review of and ensure the College’s Affirmative Action and Equal Employment Opportunities concerning policies, goals, and timetables in assigned areas. Ensure HR engages in an effective system of evaluation and self assessment of its programs and services, wherever offered and however delivered. Other duties as assigned. Must have earned Master’s /or Juris Doctor Degree from a regionally accredited institution in Law, Human Resources, Psychology, Organizational Development or other related fields. Should have 4+ years of progressively responsible leadership experience in HR management with a legal or compliance focus. Must have experience in employment and labor relations strategies, conflict resolution and complaint investigations as well as effective employee coaching. Should have experience in modeling, best practices in recruiting and retaining a diverse and highly competent workforce. Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification preferred. Society for Human Resource Management Certified Professional (SHRM-CP) or Society for Human Resource Management Senior Certified Professional (SHRM-SCP) certification desired. Experience in Benefits management a plus. Experience in performance management and effective management coaching an advantage. Experience in HR cross-functional management in the public sector desired. Experience in Union bargaining preferred. Experience in Human Resource functions such as labor and employment relations, Affirmative Action/EEO, and Risk Management desired. Experience with compliance as it relates to Title IX, policies and procedures, and legal matters preferred. Experience with Human Resource Information Systems (HRIS) data management a plus. Multicultural experience and bilingual proficiency in World languages is preferred.
