Profile
A law firm seeks a motivated Associate with two to five years of experience in regulatory litigation and electric utility matters to join its Austin, TX office on a hybrid schedule. In this role, filled through our recruiting services, you’ll work alongside seasoned attorneys on contested cases and rulemakings before public utility commissions, while also supporting transactional projects within the energy and environmental space.
Duties
Manage contested proceedings and rulemaking dockets before state utility regulators, including the Texas Public Utility Commission
Draft legal filings such as petitions, responses, motions, and briefs in administrative litigation
Analyze regulatory orders, tariffs, and policy proposals to guide case strategy and client counseling
Collaborate with senior counsel to develop compliance plans and negotiate utility-related contracts or agreements
Conduct factual and legal research on environmental statutes, utility regulations, and administrative procedures
Participate in stakeholder meetings, public hearings, and settlement discussions with opposing parties and agency staff
Support transactional matters by drafting environmental due diligence reports, regulatory risk assessments, and permit applications
Coordinate with cross-functional teams (e.g., technical consultants, policy advisors) to synthesize complex regulatory data for clients
Requirements
Two to five years of hands-on experience in regulatory litigation or electric utility law at a law firm or in-house legal department
Demonstrated ability to handle contested cases and rulemaking proceedings before state or federal utility commissions
Strong academic credentials, with evidence of proficiency in energy or environmental courses preferred
Excellent written and verbal communication skills, including the capacity to craft persuasive legal arguments and deliver presentations
Ability to work independently on assigned matters and collaborate effectively within a multidisciplinary team
Passion for navigating the intersection of energy regulation, environmental policy, and administrative law
Education
Juris Doctor (J.D.) from an ABA-accredited law school
A record of academic achievement (e.g., law review, moot court, related externships) is highly desirable
Certifications
Active membership in the Texas State Bar (required)
Admission to practice before state utility commissions or familiarity with administrative procedures (preferred)
