The candidate implements major projects that have significant citywide impact on the educational goals of the DOE school system. These projects are sensitive and complex in nature, requiring a high level of analytical skills in technical areas, such as educational policy-making, budget and fiscal guidelines, and operational decision-making in divergent areas. In this role, the Director for Operations and Special Projects oversees major initiatives from the OFDC Chief Operation Officer and also supports the COO's team, OFDC to plan, develop, implement, and deliver accurate, prompt, and efficient management functions that are driven by process, integrity, and customer service. Supports the COO, OFDC in creating systems and processes for workflows at the Office of the First Deputy Chancellor. Reports to the Chief Operating Officer, OFDC. Leads critical strategic cross-functional initiatives, including citywide coordination and implementation of summer school and citywide school openings. Serves as the primary decision-maker and point of contact to DOE leadership for all aspects of Borough/Citywide Office (BCO) school opening functions and summer school. Oversees summer school processes to ensure that the coordination of human capital, school budgets, facility identification and affiliation, and related support services required is aligned with the development of instructional programs. Provides advisement on policy and process to ensure appropriate budget allocation for mandated summer school and makes decisions on budget processes for all other summer enrichment opportunities. Supports Renewal School and Community School teams in determining programming for summer. Oversees and determines the selection of summer school sites and the placement of enrichment programs (COMPASS/SONYC, Summer STEM, etc.). Liaises with leadership and Central staff as a member of the core School Opening team. Oversees coordination of school-based walkthroughs in preparation for school openings. Directs, creates, and oversees the accuracy of online communications and resources related to citywide cross-functional initiatives. Provides guidance and leadership to Office of Borough Support (OBS) and BCO Executive Directors and Directors, and BCO Division liaisons. Manages a variety of special projects that require immediate decisions with a high degree of research and analysis; evaluates results and presents recommendations to senior staff to be used as a basis for policy decisions. Provides knowledge and support to functional teams within the Office of Borough Support. Determines and evaluates systemic needs and structural gaps; liaises with central offices and BCOs to identify and align resources, ensuring efficient support for the implementation of citywide yearly initiatives, including summer school and citywide school openings. Supports the Chief Operating Officer in working on responding to escalations and sensitive communications/issues addressed to the OFDC. Supports the OFDC COO in following up on issues raised at UFT and CSA consultation meetings. Supports the OFDC COO in following up on issues raised at UFT Operation and Paperwork Committee, including following up with Executive Superintendents, Superintendents, and Executive Directors to secure resolution of excessive UFT paperwork and operation complaints. Ensures smooth communication and coordination of supports from the OFDC COO team to other OFDC teams and Borough/Citywide Office's staff. Ensures that the OFDC Senior Leadership and OFDC Support Team receive notifications and updates related to critical and time sensitive crisis response. Supports the OFDC COO staff working with crisis management communication and interactions with OFDC field offices and in the work with OSYD, OCW, and COO point persons for managing crisis, incidents, and emergencies. Promotes streamlining cross-functional collaboration and communication processes for optimal team management and collaboration within the OFDC COO office. Supports the OFDC COO in collaborating with the Division of Human Capital leadership, Legal Services, and the Division of Financial Operations to ensure that Executive Superintendents and their teams are supporting schools optimally in all functional areas. Supports the OFDC COO Team leaders with the planning and coordination of professional development and technical assistance activities for the Borough/Citywide Office's staff in the area of operations as they support schools with budget planning and management, human resources, grant management, extended school day, transportation, food, facilities, and health. Supports the OFDC COO in overseeing the provision of professional development and technical assistance to Borough/Citywide Office's staff as they coordinate and support operational systems required by schools to develop and implement DOE Central office's initiatives, such as summer school, extended school days, Saturday/holiday tutoring/academic intervention programs, enrollment capping, grant management, etc. Supports the OFDC COO Team leaders with the management of the OFDC central office budget and human resource transactions. Works collaboratively with other OFDC COO staff in maintaining OFDC systems to manage staff timekeeping, vacation requests, and OFDC employee survey and training tasks. Ensures smooth communication and coordination of supports from the OFDC COO team to other OFDC teams and Borough/Citywide Office's staff. Support and Service for Borough Finance, Human Resources and Operations Leads. Manages and oversees the operational implementation for Borough/Citywide Offices; manages the cross-functional coordination of operations and other content-area experts within the Central office. Develops appropriate templates and materials to support the work of BCO teams. Manages operational implementation by providing support to internal and external partners. Identifies operations resources required to address issues identified by the BCO teams and coordinates delivery of this support. Liaises and fosters partnerships between the Central Offices, including the Division of Operations, Finance, Human Capital, Office of Student Enrollment, and the Directors of Operational Support at the BCOs. Supervises project management for cross-functional projects, including summer school and enrollment functions. Directs, creates, and oversees the accuracy of online communications and resources related to citywide cross-functional initiatives. Provides guidance and leadership to OFDC and BCO Executive Directors and Directors, and Division liaisons. Manages a variety of special projects that require immediate decisions with a high degree of research and analysis; evaluates results and presents recommendations to senior staff to be used as a basis for policy decisions. Provides knowledge and support to functional teams within the OFDC. Determines and evaluates systemic needs and structural gaps. Liaises with central offices and BCOs to identify and align resources, ensuring efficient support for the implementation of citywide yearly initiatives, including summer school and citywide school openings. Uses quantitative data, confidential student information, anecdotal evidence, and consultations with key stakeholders to inform policy recommendations to the Executive Superintendents and Executive Directors, and other key partners regarding operational, educational, and legal issues affecting critical functional workstreams. Manages and streamlines cross-functional communication process for optimal team management and collaboration. Disseminates findings to policymakers and program developers via facilitated discussions and presentations. Develops materials for meetings, press releases, and presentations.
