Senior Procurement Officer - Technical

The candidate executes high-level activities of the Department’s formal and informal procurement processes. Provides procurement guidance, direction and assistance to requestors; collaborates with and assists business units in identifying and defining their requirements, products and services specifications (Scopes of Work). Assesses and pursues procurement methods based on information provided in accordance with EDA’s policies and procedures; makes recommendations for improvements. Develops, writes, completes, initiates and manages formal RFI/RFB/RFQ/RFP processes. Oversees all aspects of the Procure-to-Pay procurement software administration responsible for technical oversight: Interprets, implements, designs and applies procurement policies and procedures to software design, Establishes structure and footprint, Troubleshoots and solves problems, Manages implementation of software updates, Validates accuracy of data, Programs system to generate reports, Liaisons with software vendor, accounting and IT Departments. Manages software training programs; designs training materials, including development and maintenance of an internal user’s guide; delivers content to end-users. Trains, coaches and mentors procurement staff; provides direction and support, under the direction of the Manager-Procurement. Manages process to ensure NJEDA is compliant with applicable bidding rules, regulations and reporting requirements. Collaborates with Attorney General’s Office to ensure aspects of process are legally permissible. Coordinates proposal/bid solicitation process from initial specification preparation through contract execution where applicable. Evaluates proposals for responsiveness. Conducts and directs required meetings relating to designated procurements. Works with requestors to generate recommendations for award. Ensures proper notification in accordance with required processes. Initiates contract extensions; ensures timeliness of execution. Evaluates contracts to ensure accurate language and terms are stated; investigates and resolves discrepancies. Processes requisitions on the Procure-to-Pay system. Manages bid challenges, as necessary. Oversees the NJEDA/State Set-Aside and SWMVBE programs; integrates data from other departments; prepares required reports; provides recommendations for increased participation; participates in specialized audits. Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer-focused work environment among division, EDA staff and external customers. Performs other duties and special projects, as assigned.
