The candidate will manage grievance appeal cases from receipt through processing, investigation, hearing, document control and accessibility, decision-making and resolution including. Identify essential elements of the parties’ positions and monitor their development. Provide members of the Board with status summaries to facilitate Board decisions on jurisdiction and merits. At the Board’s direction, procure relevant agency records. Maintain the official Record of Proceedings and research legal citation and precedent. Produce supporting memoranda on legal, technical and procedural topics as requested by the Board. Coordinate, participate in and facilitate case panel meetings, settlement efforts, telephone and video conferences, mediation sessions and hearings. Coordinate clearance and preparation of written decisions, orders, rulings and correspondence and their delivery to the parties. Maintain cordial, productive liaison with grievant and grievant’s counsel; agency and employee representatives; other agency officials; members of the Board; and the Board’s counsel. Exercise the highest degree of discretion while handling litigation-sensitive and personally identifiable information, ensuring the confidentiality of Board matters is protected at all times. Should have Knowledge of FSBG or other Federal or similar grievance bodies. Must have law degree. Experience performing legal research is required. Should have federal civil procedural law familiarity. Must have Legal or administrative law case management and review experience to manage cases and highlight legal and procedural issues for panel review. Federal government (or similar private or other government) HR experience and/or employment law familiarity is required. should have experience with legal research and writing and ability to apply the skills to produce legal memorandum using both Federal law and FSGB decisions. Must have experience with proper handling of information related to sensitive litigation and personally identifiable information. A history of exercising the utmost confidentiality of client/court information.
