Philadelphia cannot afford to hire the 200 additional police officers that Mayor Michael Nutter promised in his election campaign a year ago. The mayor is also planning to shut down 11 libraries and 68 pools, and deactivate seven fire companies.
With the city facing a $1 billion deficit over the next five years, Nutter is scaling back programs across the board.
But fewer than 140 of the city's 23,000 workers are being laid off.
"The decision to lay people off was the absolute last thing the mayor wanted to do," said Nutter spokesman Doug Oliver.
Philadelphia, the nation's sixth-largest city, announced last month it planned to lay off 220 city workers. But after Nutter asked departments to find other ways to save money, the number was cut significantly and only 140 layoff notices were sent out.
