According to a survey, 91% of hiring managers said that recruiting has been challenging in 2007. A little more than half of those surveyed credited the challenge to a shortage of qualified workers. Because of this, those who are qualified can lobby for higher pay, which not only reduces the number of workers managers can afford to hire but also increases the amount of competition between companies.

But if last year was challenging, what about next year? According to the Employment Dynamics and Growth Expectations (EDGE) Report, 64% of hiring managers believe 2008's hiring challenges will match those of 2007, while 21% believe they'll exceed them.

Two areas where hiring is currently most difficult are the technical and professional industries.

Chairman and CEO of Robert Half International Max Messmer said, "To recruit successfully, companies must 'sell' applicants on the benefits of working for their firms. Organizations that are adept at promoting the positive and unique aspects of their corporate cultures to prospective hires have a significant advantage over their competitors."
