About The Office of the Legislative Auditor

The Office of the Legislative Auditor (OLA) is a professional, nonpartisan office in the legislative branch of Minnesota state government. OLA audits state agencies, evaluates state-funded programs, and investigates alleged misuse of state resources. This work requires OLA staff to understand state and federal laws, administrative rules, and other legal requirements. Legal Counsel reports directly to the Legislative Auditor but also interacts with all OLA staff.

Job Duties

Legal Counsel will:

Establish goals for the Legal Services Unit and manage the services the unit provides.

Provide legal advice and guidance on a wide range of complex and sensitive issues.

Provide office-wide coordination of OLA's legal needs.

Provide guidance on OLA's compliance with the Minnesota Government Data Practices Act (Minnesota Statutes, Chapter 13) and other data access and privacy concerns.

Coordinate and provide training to OLA staff on legal research, documentation, Minnesota Government Data Practices Act, and other related topics.

Represent OLA to the Legislature, state agencies, media, and others as directed by the Legislative Auditor.

Help draft, negotiate, and manage contracts OLA uses to obtain certain outside services.

Serve as a member of OLA's management team.

Help promote an understanding of OLA's role and functions through presentations to state agencies, legislators and legislative staff, the legal community, and general public.

Minimum Qualifications

To be considered, a candidate must have:

A Juris Doctor (J.D.) degree and a minimum of 2-3 years of work experience that demonstrates an understanding of the public sector's legal environment.

Computer skills, including experience using word processing and spreadsheet applications, and proficiency in online legal research tools.

A demonstrated ability to: Supervise and direct staff.

Interact appropriately with government officials and their staff.

Represent OLA in a professional manner in various settings.

Establish and maintain effective working relationships with coworkers.

Independently gather information about legal issues from diverse sources.

Develop training materials and make training presentations to OLA staff.

Clearly and concisely communicate complex information in written documents, formal presentations, and informal briefings.

Provide advice on drafting, negotiating, and managing contracts used by OLA to obtain service from outside vendors.

Synthesizing

Analyzing

legal issues, particularly issues involving state government.

Navigating

the

legislative

process.

Interpreting

court

decisions.

Applying

the

Minnesota

Government

Data

Practices Act.

Analyzing a broad range of public policy issues and compliance with federal, state, and local laws, rules, regulations, policies, and procedures.

Working

in

complex

organizational

environments with fellow professionals on projects

Requirements

Salary Range

The salary range for a Legal Counsel is $44.15 to $62.68 per hour, the equivalent of $92,185 to

$130,876 per year. The Legislative Auditor will determine the starting salary (within the salary range) based on a successful applicant's qualifications.
