VP Counsel, Regulatory & Gaming Affairs

The candidate will covers all state (and international jurisdiction) regulators and non-legislative decision makers for all product offerings in all jurisdictions handling both proactive engagement and education as well as reactive response to regulatory developments and enforcement engagements. Will draft and own model regulatory language for all product offerings and use same to perform state regulator outreach and educate on all product offerings. Lead company efforts across all states to provide public comment on proposed regulations and own all state strategy on regulatory cohesion. Work with government affairs department on outreach and engagement with Attorneys General and relevant associations. Responsible for design and delivery of quarterly Executive Regulatory Update as well as for keeping the Executive Leadership Team and Board of Directors informed on key regulatory issues. In conjunction with Sr. Dir of Compliance and CTO, builds and manages frameworks, methodologies and state-specific internal controls and regulatory protocols necessary to maintain compliance with each state’s regulatory obligations and industry standards. Oversee all response to regulatory audits. Lead, in conjunction with Sr. Dir. Of Compliance, internal regulatory compliance trainings for employees. Responsible for maintaining effective and accurate metrics to enable effective operational and strategic reporting for internal stakeholders and external third parties, including regulators. Helm strategy on licensed domestic and international market expansion in DFS space and create reporting module to update executive leadership team on same. Work with product and marketing teams on potential product expansion with key focus on building brand cohesion and acceptance in regulatory space. Responsible for engaging regularly with the right internal stakeholders to bring transparency and encourage effective problem solving relating to all regulatory issues. Engages in close partnership with the technical regulatory advisory team, the lobbying team, the regulatory licensing team, the federal regulatory compliance team, the litigation team, the employment law team, the marketing team, the customer operations team and the risk team (among others) to enable a seamless and effective approach to our regulators. Source, review and organize all needed legal opinions, domestic and international, and be point of contact for outside parties requesting relevant legal opinions. Also responsible for internal tracking of all legal opinions and ensuring all remain up to date against expiration dates and regulatory changes. serve as legal liaison to the linesmaking/market creation team and create an internal framework against which the linesmaking team can create or add new markets. Lead legal side efforts to draft preferred legislative frameworks to protect company products across jurisdictions and comment on current legislative frameworks. Also provide internal guidance on compliance with same. Work with outside counsel on all legal matters related to regulatory and gaming affairs matters including related litigation and/or administrative actions. Lead strategy discussions on new market access across products. Lead licensure team and serve as final sign-off on application submissions. Also work with Finance team on licensure maintenance and tax compliance. Integrate 3rd party platform to facilitate automation of licensure and housing of Key Personnel disclosure information.
