Assistant Director of Procurement Contracts & Policy
Duties: Acts as first point of contact for departmental staff for contract authoring, editing and interpretation support. Acts as departmental liaison to the General Counsel’s office on moderate to high risk procurement and contract issues. Performs quality assurance reviews on solicitations (RFPs/IFBs) and contracts for conformance to University, departmental and business standards, including RFPs, IFBs and University/supplier agreements, involving a wide variety of spend, including supplies and equipment, services, consulting, construction, A/E, IT, research, etc. Ensures procurements and contracts include standard and the necessary special terms and conditions to minimize the University’s risk including legal, business and price risk. Coordinates with Director and/or General Counsel’s office on high risk procurement and contracting issues, deviations to contract clauses/provisions and moderate-to-high risk contract or procurement controversies. Drafts and maintains a repository of standard solicitation and contract clauses/provisions and templates that adequately capture applicable federal and state laws and University rules, policies and standards. Administratively manages the University’s contract authoring and tracking systems. Coordinates approval of changes where required with Director and General Counsel’s office. Assists the Director in evaluating legislative issues that impact or may impact the University’s procurement, contracting and payment systems and assists in developing actionable plans. Assists the Director with the development of, as well as maintains, the University’s procurement, contracting and payment policies manual. Ensures all applicable federal and state laws and University rules, policies and standards are appropriately addressed and conveyed in a manner that is audience driven. Assists procurement and contracting staff with the negotiation of contract terms and conditions. Serves as a subject matter expert to departmental staff on contracting and policy standards. Manages the department’s contacts and agreement tracking tool, develops business processes that ensure expiring contracts and upcoming contract renewals are appropriately tracked and addressed. Develops other contracting tools and systems for use by departmental staff to effectively and efficiently author solicitation and contract documents. Serves as a member of the strategic sourcing team and offers advice on assorted procurement and contacting related policies and practices. Assists the Director and Associate Director with the review of certain vendor protests, contractor disputes or other procurement and contacting controversies. Develops and delivers training for staff and internal customers on contracting and procurement policy related topics. Conducts assorted benchmarking studies involving procurement/payment policies.
