The candidate will be responsible for: Collects data, conducts data analysis, and prepares reports to make policy recommendations by: analyzing workflows of schools and field staff as messaged in the weeklies, (e.g., analyze surveys, deadlines, implementation plans, etc.); collecting and analyzing data regarding the volume, content, submitters, and recurrences of items in order to inform communications policy; overseeing collection of data on task completion rates and principal feedback; conducting research on how subscribers and submitters use the weekly publications, and using responses to inform decisions made by the School Workflow Management team, especially principal workload efforts; creating and using data visualization to represent data derived from the team’s work; establishing data protocols to collect, analyze, and display data sets; developing principal workflow engagement strategies to measure progress in improving principal satisfaction and identify areas of concern; supervising analysis of annual Principal Satisfaction Survey (PSS) data components, as well as other focus group and survey data; supporting evaluation of Central Office plans, surveys, systems, and tools with a focus on reducing administrative burden for schools; and using data to inform development of a task management system for primary recipients of the weekly publications. Oversees the execution of school workflow project plans and communicate with key stakeholders, developing cross-functional committees, task forces or other collaboration methods to engage Central Offices in seeking solutions around principals’ workflow concerns. Develops standards and policy, manages and controls access, display, and content across online planning and main communication channels to all schools and field staff, including Field Staff Weekly, Principals’ Weekly, and all other SWM tools by: leading efforts to develop, design, and implement new online platforms for Field Staff Weekly and Principals’ Weekly; developing standards and policy for communications to the field and schools; informing senior leadership regarding the execution and messaging of confidential and sensitive communication priorities; coordinating with representatives of the Chancellor’s office, the Press office, and other DOE teams to edit and vet the Chancellor’s memo to ensure that each week’s message is clear, correct, well-written, and aligned to previous and current messaging in Principals’ Weekly. Serving as a liaison to all DOE divisions and Central Offices to develop communications plans to account for alignment within the broader context of all Central asks of schools and principals; supporting offices and advising leadership in making strategic decisions about implementation to manage principals’ workflow, and developing communications that are clear and actionable for all field staff and schools; coordinating with the Chancellor’s Office, Press Office, and DIIT to help ensure coherence across multiple communication platforms, in alignment with DOE’s overall priorities; planning, preparing, and editing Field Staff Weekly and Principals’ Weekly; tracking B/COs and schools to assist OFDC leadership with the on-time execution of school tasks; advising senior leadership and Central Office staff on large-scale, citywide communication policy planning, including drafts for planned modifications; advising other DOE offices on the content and layout of their communications to schools, including online content for principals on InfoHub; advising DOE divisions on timing project sequencing and prioritization across the DOE; and developing the writing, planning, and communication skills of colleagues. Develops strategies and adopts policy recommendations for technical communication system improvements to all SWM online communication tools, as well as the DOE’s internal survey tool, in order to provide principals with easier access to data and task management information. This entails making policy-related decisions on: developing the technical functionality of all SWM tools to incorporate personalized data for each principal and drive the completion of school operational tasks; simplifying the principals’ InfoHub pages and SWM communication pages, to provide more direct access to systems and resources that principals and central staff need on a weekly basis; developing the Central Office’s use of principals’ InfoHub pages and other SWM communication pages by training other offices to manage and maintain resources for schools online; developing the Central Office usage of the principals’ InfoHub pages and other SWM communication pages through quarterly coordination and outreach; and transitioning paper-based or outdated survey and tools, and reporting tasks that principals must complete by advising DOE offices on data collection options and survey design. Oversees Central efforts to minimize the administrative impact of Central policies on schools by making policy recommendations, streamlining Central tasks, and implementing technical improvements to various transactional systems used by schools, including the Special Education Student Information System (SESIS), Basic Educational Data System (BEDs) reporting, Automate the Schools (ATS) screens, Financial Accounting Management Information System (FAMIS), MySchools, iPlan, and other DOE platforms. Creates, implements, and maintains submission and revision protocols: establishes an understanding of operational structure of teams and offices in relation to school workflow communications submissions; works with SWM team members to determine best practices for integrating and enhancing document sharing platform into the submission, revision, and publication process; and advises other teams about policy and operational changes to the weeklies, and ensures standardization of protocols across submitting teams/offices. Works with communications teams from other teams to develop a central calendar of all NYCDOE communications going from the DOE to B/COs, superintendents, and principals. Manages the access and use of all SWM related communications platforms. Ensures that task and deadline information for schools is accurately reflected and aligned across platforms, and trains Central Office staff in the use of and troubleshooting for these systems.
