Safety and Occupational Health Specialist

For GS-13: The candidate must have 1 year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing Knowledge of Safety and occupational health principles , practices, standards, and abatement measures to manage an Occupational Health Program; 2) Utilizing knowledge of practical engineering methods and techniques to evaluate and resolve complex occupational Safety and Health problems; 3) Analyzing safety design features and specification to identifying and control hazardous construction processes and equipment usage; and 4) Developing policy on a wide range of safety and occupational health activities inherent to Occupational Safety and Health program.

For GS-12: The candidate must have 1 year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical safety and occupational health advice and guidance to managers and supervisors on a variety of individualized safety programs and related activities; 2) Implementing the provisions of the Occupational Safety and Health Act (OSHA) as an important concern in applying safety/industrial health criteria in the workplace; 3) Initiating new approaches to deal with existing safety problems; and 4) Determining safety needs and requirements in performing diverse and hazardous operations particular to shore based industrial activities and organizations.

For GS-11: The candidate must have 1 year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Implementing Safety and Occupational Health principles, practices, regulations and standards; 2) Making recommendations necessary to prevent recurrences of unsafe working conditions; 3) Providing solutions to management for safety and health problems encountered; and 4) Investigating incidents involving damage to property when damage is within the report able range OR a combination of education and experience that equates to 1 year of experience.

For GS-09: The candidate must have 1 year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying Occupational Safety Health Administration (OSHA) and other Federal/state regulations in resolving safety issues; 2) Performing structural, electrical, mechanical and ergonomic safety design analysis on various machines, systems, processes and facilities; 3) Collecting and analyzing program data for developing safe/unsafe trend analysis; 4) Mitigating unsafe conditions and operations; and 5) Preparing written findings and recommendations for presentation OR a combination of education and experience that equates to 1 year of experience.

For GS-07: The candidate must have 1 year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector 1) Providing guidance on Safety and Occupational Health laws, regulations, principles, theories, practices and procedures to advise personnel; 2) Participating as a member of a survey or inspection team led by a higher graded specialist to learn the techniques of hazard identification; and 3) Reviewing past inspection records of mishaps to prevent unsafe acts or work practices OR a combination of education and experience that equates to 1 year of experience.

For GS-05: The candidate must have 3 years of general experience that includes 1 year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector 1) Identifying and mitigating hazards in the workplace; 2) compiling reports using MS Word, Excel, and other software; 3) presenting briefings to upper management. (Note: Experience must be in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must demonstrate the achievement of knowledge equivalent to a degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology) OR a combination of education and experience that equates to 1 year of experience.

Education: Candidates may substitute education for experience in the following situations:

For GS-11: Should have successfully completed a Ph.D. or equivalent doctoral degree OR have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR have obtained an LL.B. or J.D. that is related to the position being filled.

For GS-09: Should have successfully completed a Master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a Master's degree OR have obtained an LL.B. or J.D. that is related to the position being filled.

For GS-07: Should have successfully completed one full year of graduate level education in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology OR have have successfully completed a Bachelor's degree with superior academic achievement in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology

For GS-05: Should have successfully completed a four year course of study leading to a Bachelor's degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology OR have a combination of education and experience that equates to one year of experience OR Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-05.
