Immigration Manager
The candidate under general direction of the director, provide leadership and management to the operations of the office of immigration and human resources services (IHRS) contributing to effective administration to programs and services. Under general direction, maintain leadership over the university’s office of immigration and human resources services (IHRS). Oversee immigration initiatives and service delivery of programs. Respond to escalated issues and concerns. Oversee office systems to capture, retain and report data. Develop and maintain clear understanding of all university programs to hire and retain non-US workers. Provide expertise, advice and counsel nonimmigrant and immigrant workers with compliance related issues. Collaborate with director to design, implement and deliver service improvements for effective immigration programs. Provide expertise to general and more difficult inquiries. Routinely render decisions on matters with guidance from the director on only the most complex issues. Implement and operationalize changing immigration, IRS, DOL and DOS regulations that have impact on the university and the international workers. Responsible for preparation and submission of labor certification, prevailing wage, immigrant petitions and other related applications. Prepare NIV petitions for H1B and O1 as needed. Act as Alternate Responsible Officer for the University’s J-1 Exchange Visitor Program. Perform international tax analysis. Collaborate with other university officials and affiliates to ensure compliance and serve as an active participant in committee meetings related to the university J-1 program and onboarding of J-1 foreign medical graduate candidates at firm. Design processes, procedures and compliant parameters/criteria in the development and implementation of a J-1 admission and communication plan for J-1 foreign medical graduate candidates. Program includes to, orientation, workshops, information sessions, web content, and other informational materials which serve to promote the overall cross cultural adjustment of international individuals to life at the university and the United States. Act as a university liaison for research scholars on J-1, providing guidance regarding complicated visa issues under federal regulations as well as related university policies and procedures. Monitor program effectiveness through site administrators on campus and across affiliate partnerships; Identify and investigate issues; deliver training and education; and initiate disciplinary action when appropriate. Directly supervise two coordinators. Select, hire, train and mentor immigration staff. Define and assign individual tasks, maintain schedules and standards, conduct performance reviews and administer disciplinary action. Administer office real-time budget and forecast budgetary considerations. Facilitate report writing, applying internal policies and procedures to visa related activities. Perform other duties as assigned. Supervise two immigration coordinators. Oversee all immigration staff in absence of the Director.
