Description of the Work
The Joint Legislative Commission on Governmental Operations (Gov Ops) was created to provide ongoing legislative examination and review of public policies, expenditures, and reorganization implementation. Oversight is crucial in making sure laws are administered in an effective, efficient, and economical manner. The Commission's oversight functions include evaluation of program costs and benefits, managerial effectiveness, internal control, and compliance. Staff within the Joint Legislative Commission on Governmental Operations (Gov Ops) will focus heavily on oversight and return on state taxpayer investment.
A fundamental aim of the Gov Ops team will be to analyze programs and policies to ensure maximum effectiveness and return on taxpayer investment. The Team will focus heavily on the review, monitoring, and supervision of state agencies and institutions, programs, activities, and policy implementation. The Team will determine if recommendations and programs established by the General Assembly have been implemented by agencies or if further action is required by the General Assembly. Team duties will include investigation of state agencies and offices, and oversight and analysis of executive branch activities.
Gov Ops analysts are partisan legislative staff and report to the Senate Majority Staff Director. Ideal members of the Gov Ops team are dynamic individuals who possess strong research skills, are comfortable with quantitative analysis, can manage multiple assignments concurrently with a high degree of accuracy, and are able to meet tight deadlines. Excellent writing, communication, and data skills are essential.
Duties
Plan and conduct complex evaluations of state government programs using a wide range of research methods.
Utilize quantitative and qualitative analytical skills to study performance impact and outcomes of state programs including performance measurement, financing, and operational procedures.
Conduct professional and structured interviews of public officials and stakeholders, inspect facilities, review records, and compile and analyze complex data sets.
Observe and analyze trends, patterns, and vulnerabilities to meet statutory or other required standards, policies, procedures, and best practices.
Monitor agency actions to ensure compliance with statutory requirements and legislative intent.
Research, develop, and defend recommendations to improve program and/or agency efficiency and effectiveness.
Prepare, present, and defend final report or parts of reports, including key findings and recommendations.
Serve as expert witness, deliver presentations and, answer legislators' questions in public committee meetings.
Provide accurate and reliable data and analysis to legislators, leadership, colleagues, and the general public.
Verifying the accuracy of analysis performed by other evaluators.
Adhere to strict confidentiality requirements.
Qualifications
Knowledge, Skills and Abilities/
Competencies:
To meet the duties outlined above, candidates should be flexible, highly motivated thinkers and communicators. In addition, the following specific attributes are sought:
Knowledge of the principles, techniques, and procedures of public policy evaluation, performance auditing, or data analysis.
Ability to work cooperatively and maintain composure under pressure with legislators, legislative staff, colleagues, and the public.
Clear and concise oral, written, and presentation skills.
Demonstrated aptitude for supplying high-quality program development and advice.
Willingness and ability to work extended schedules as needed to meet deadlines.
Comfort and proficiency with Microsoft Excel, Word, PowerPoint, Tableau, SAS, Adobe, Teams, and other comparable products.
Desired Qualifications
An active license to practice law in North Carolina or completion of doctoral program in preferred field of study.
Experience conducting program evaluations or audits at the state and/or federal level.
Robust experience managing complex projects.
Creative and curious problem solvers.
Skilled quantitative analysts.
Excellent writers and public presenters.
Capable of successfully working independently or in a team environment.
Minimum Education and Experience Requirements:
Education & Experience: We will only consider candidates with a master's degree in Public Administration, Political Science, Public Policy, Economics, or an educational equivalent in a Ph.D. program, J.D., L.L.M. in Business, plus two years of experience performing and presenting analyses, preferably in a public policy-related setting. Note: Work experience (internships, client projects, etc.) accumulated while in an academic setting can be applied to meet the experience requirements.
Candidates anticipating the completion of a relevant master's degree by August 2022 are encouraged to apply, provided that they meet all other requirements.
Public Policy Background: Candidates are expected to have a working knowledge of government functions and experience performing programmatic analyses.
Computer Skills: Candidates may be asked to demonstrate software proficiency in any potential in-person interview.
Data Analysis Background: Candidates may be asked to provide a summary analysis of a sample data set to demonstrate a proficiency in organizing and understanding complex data.
