Senior Manager, Budget and Human Resources, B/CO
The candidate supports the Director for Finance and Human Resources, B/CO in coordinating the provision of budget and/or human resources-related support to schools assigned to their Borough/Citywide Office(B/CO). Based on the B/CO's needs, position may have a Budget or Human Resources focus. Supervise the Borough/Citywide Office budget and/or human resources staff, to provide schools with differentiated strategic and operational support in budget and human resources areas, including budget planning and management, expenditure analysis, staff recruitment and retention, personnel staffing and assignment, compensation, benefits, timekeeping, leaves, status changes, and payroll. Interacts at a high level with instructional and operations management in Central and field offices, in order to meet the staffing needs for the schools assigned to the Borough/Citywide Office. Resolves difficult and/or exceptional budget and personnel problems. Reports to the Director for Finance and Human Resources, B/CO and Chief Executive Officer of the Division of Human Resources on the implementation of Central policy and professional development. Supports the Director for Finance and Human Resources, B/CO in the implementation of budget policy and procedures across schools in the borough. Coordinates and conducts expenditure analysis of schools across the borough on a monthly basis. Supports instructional teams in matters related to budget planning for grant applications. Assists in developing and implementing training programs in school-based budgeting for Borough/Citywide Office and other appropriate staff. Acts as a resource to B/CO team members, in order to resolve issues and communicate relevant information expeditiously. Assists the Director for Finance and Human Resources, B/CO with generating monthly reports and budgetary analysis of schools, e.g., unscheduled lump sums, school OTPS balances, Galaxy discrepancies, and reporting requirements related to human resources, OTPS administration, and purchasing. Supervises the fiscal component of grant implementation, and provides support to the Division of Finance. Works closely with the Director for Finance and Human Resources, B/CO in developing financial policies and guidelines. Supports the Director for Finance and Human Resources, B/CO in the consistent implementation of purchasing policy and procedure for regional purchasing, including RFP, exception to bid, and SOPM compliance. Manages all compliance-related implementation and reporting requirements related to purchasing and OTPS administration. Serves as an advisor for the Director for Finance and Human Resources, B/CO on issues related to budget, human resources, business practices, and related DOE policies and procedures. Resolves payroll issues regarding new hires, separations, transfers, and leaves from regional staff. In conjunction with the Director for Finance and Human Resources, B/CO, supervises Human Resources staff in the Borough/Citywide Office and interacts with superintendents, principals, and other key instructional and operations staff, in order to identify school-level human resources needs and provide high-quality, differentiated support to schools to address those specific needs. Oversees and directs other HR staff in supporting schools and school leaders to staff schools with teachers, guidance counselors, paraprofessionals, and administrative employees for the regular school year as well as the summer; ensures that all staffing activities are performed in accordance with established personnel policies and procedures. Works with Central HR with regard to all personnel policies and procedures and as a point person for HR matters with the Borough/Citywide Office and its affiliated schools. Assists the Director for Finance and Human Resources, B/CO in delivering staff development and training for HR staff that focuses on customer service and quality control. Identifies areas in which schools are in need of administrative and/or operational human resources-related training, and ensures that training opportunities are provided to each school. Supports the efficient and effective operation of personnel procedures including hiring, onboarding, excessing, ATR assignment, C-30 selection process, and disciplinary processes. Utilizes and prepares appropriate statistical data, reports, and tools to identify areas of need, determine work plans and actions, track progress and evaluate the effectiveness of efforts. Ensures compliance with established procedures for position control; oversees the utilization of automated information systems, including Galaxy, EIS, APRL and NYCAPS; oversees the maintenance of records on all personnel transactions and evaluations. Prepares circulars and per session advertisements.
