DUTIES: Performs highly complex (senior-level) attorney work ensuring all proposed appeal decisions are sound, accurate, well-reasoned, professionally written and timely. Work includes the gathering, tracking, and analyzing of pertinent information and maintaining a digest of appeal decisions interpreting agency policy for dissemination within the agency. Provides technical assistance and training to agency administrators and field staff regarding the appeal process and policies. Other duties include planning and organizing work, interpreting laws and regulations, preparing legal documents, rendering legal advice and counsel, consulting with trial attorneys; providing legal advice to agency staff on issues including personnel, juvenile corrections and supervision practices, open records, open meetings, compliance with laws, legislative changes, administrative procedure, and transactional matters; providing technical assistance on juvenile-related matters to juvenile justice practitioners across the state; conducting training on juvenile justice and associated matters; and providing legal advice and technical assistance in abuse, neglect, or exploitation cases involving potential revocation or suspension of certification for juvenile probation or supervision officers and reviewing the investigations for legal sufficiency. May assist with the maintenance of case law decisions, legislative changes and opinions related to juvenile justice, and the development of legislative commentary reports and statutory implementation guides. May supervise the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Gathers and analyzes background information pertinent for the preparation and review of proposed appeal decisions; coordinates related activities. Prepares proposed appeal decisions that are legally sound, well-reasoned, well written, factual, consistent and timely. Maintains statistical data related to the appeal decisions interpreting agency policy for dissemination within the agency. Oversees the preparation of and prepares related management reports, including special projects and non-routine reports, reports developed for planning purposes, reports as needed for legislative analysis and compliance monitoring reviews, and to provide relevant information to the general counsel and deputy general counsel. Collaborates with OGC staff in meeting established objectives and goals; shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance operations. Serves as the liaison between the OGC and agency administrators and field staff for the appeals section; and represents the appeals section at meetings, hearings, conferences, and seminars. Advises staff and the public on legal matters and on the interpretation and application of agency regulations and state and federal laws. Reviews drafts of laws, rules, and regulations affecting agency operations; analyzes juvenile justice legal issues and monitors legislation affecting juvenile justice and agency operations; and may draft or assist in drafting bills, legislative amendments, or agency administrative rules. Analyzes related legislation for impact on section operations; recommends and evaluates potential administrative code rule revisions; and oversees the implementation of related legislation and administrative code rule requirements. Assists in formulating, coordinating, and establishing agency policy and procedures and OGC guidelines relating to the appeal and appeal decision processes; provides technical assistance and training to administrative and field staff regarding the appeal process and related policies. Assists in meeting established objectives and goals; shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance operations. May provide guidance to others. Monitors outcomes for racial, ethnic, and gender disparities and acts to address identified disparities. Performs a variety of related duties not listed, to be determined and assigned as needed. Performs all duties in compliance with safety policies and procedures. Reports safety hazards and corrects hazards when possible. Completes required documentation in the event of an accident/injury within requested time frames. Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
