Legal Counsel
Duties: Provide accurate and timely counsel to assist the corporation in the fulfillment of its mission. May include communication with outside counsel vendors and other stakeholders, as directed by Chief HR & Legal Officer/CHR&LO, to achieve this outcome. Advising on possible legal issues to include case management/operational, regulatory, compliance and corporate matters. Communicate and negotiate with external parties (i.e. regulators, external counsel, public authority, external stakeholders) creating relationships of trust and resolution of issues for the company. Facilitating communication of resolution of issues with the contracted legal services to include Children’s Legal Service and Attorney General Office. Draft and solidify agreements, contracts and other legal documents to ensure the company’s full legal rights and/or communicate with outside counsel, as directed by CHR&LO, to achieve this outcome. Create, develop and implement legal training for staff in coordination with the Training Department that may include pre-service, onboarding and case management service delivery components. Deliver resolutions to complex legal issues in the areas related to the execution of the corporate business to include case management service delivery. Provide guidance in implementation, monitoring, defining strategy and maintenance of the Company’s response to risk and related liabilities that facilitate management’s adherence with legal best practices in the execution of its mission fulfillment through the provision of child welfare related services. Provide assistance in relation to audit and quality assurance monitoring activities to facilitate the preparation, response and remediation plans that will effectively enable improved service delivery and operational performance. Facilitate communications throughout the organization of regulatory and risk matters so that the respective departments may properly prioritize and implement. Handle questions related to execution of the policies and procedures in a manner to effectively increase compliance and minimize risk; provide advice and counsel related to resolution. Advise in the development and/or amendment of policies related to risk, safety and compliance; provide guidance and recommendations for optimal resolution. Research and respond to questions from internal colleagues related to legal requirements related to risk and facilitating safety. Provide advice and counsel to facilitate optimal case management service delivery through advising related to applicable Federal, State and Administrative laws. Assist with the day to day legal aspects of facilitating effective strategies to address risk as directed by CHR&LO, including managing projects and documenting actions taken and resulting resolution response. Facilitate the communication process between Child Advocate (CA) and OAG to develop a parallel understanding of requirements by the Attorney General (AG) and the CA. Recognizing, respecting and responding to the unique, culturally-defined needs of others served.
