Attorney IV - Chief Of Appellate Unit
The candidate will handle and assign representation of clients on hearings to which this office has been appointed as well as any other post-sentence proceedings for which this office has been appointed or which is required in the representation of our clients and the protection of their due process rights. Will provide trail support and guidance to the trial attorneys advising them on trial strategy, case law support and questions from courtroom attorneys. Will be an integral part of the management team advising the Chief Defender on trends in criminal law and providing training to staff attorneys on new and developing areas of criminal law and procedure. oversee the appellate representation of all adult client who have been convicted of criminal offense and juvenile clients who have been adjudicated delinquent or found to be dependent. The Appellate Chief briefs and argues all major and most serious high profile appeals including but not limited to homicide and capital case appeals, and also monitors performance of appellate attorneys and provides training, counseling and advice as required. Take inventory of new appellate cases. Assigns appeals, PCRA and other post-sentence matters to most qualified attorney in the team for most effective representation. Reviews caseloads and productivity of caseloads with individual attorneys. Expected to handle high visibility and most complicated appeals Cases are thoroughly researched and briefed for professional presentation before the appropriate appellate court. Oral argument, in appropriate cases, is to be polished and persuasive. Must have thorough knowledge of Rules of Appellant procedure, criminal law and procedure and capabilities for up-to-the minute access to and knowledge of case law. Advise trial attorneys on trial strategy. Plan, develop and present training to office staff. Must have some supervisory experience. Must have JD Degree. Must have Admission to the Bar of the Supreme Court of Pennsylvania. Must have Minimum 7 years practicing attorney with jury trial experience. Must have Management experience. Must have appellate experience. Must be Knowledgeable of Criminal Law and Justice System. Must have Excellent Communication (oral and written).
