Counsel

The candidate works collaboratively and provides legal advice to shipyard leadership on a broad range of topics including government contracts and litigation. Drafts, reviews, and/or oversees the drafting of a wide range of legal/contractual documents, including, but not limited to, government and commercial contract documents, non-disclosure agreements, leases, and purchase and sales agreements. Provides advice regarding compliance with federal and state laws and regulations applicable to doing business as a U.S. defense contractor and as the ship repair industry leader. Works as a partner with the leadership at Norfolk shipyard to facilitate compliance with federal and state regulations. Conducts internal investigations, under the supervision of the Deputy Chief Counsel; partners with Ethics, Human Resources, Security, International Compliance, and other functions as appropriate. Formulates and recommends operating policies and objectives or changes in existing policies and procedures to ensure compliance with corporate requirements, ethics, government regulations, and laws. Functions as liaison between management and outside legal counsel. Instructs and supervises outside counsel, manages outside counsel legal budget, oversees litigation including responses to non-party subpoenas, and plans and negotiates the disposition of disputes. Represents the company in a broad range of contacts with federal, state, and local governments and agencies and with government interest groups. Develops and presents training and courses on a variety of legal and other functional topics. Team player with strong attention to detail and ability and willingness to take initiative to address problems and make continuous process improvements. Develops expertise in laws and regulations that affect Systems business. Maintains a safe work environment and ensures compliance with safety objectives and policies.
