Job Overview
A highly regarded international law firm is seeking a Senior Environmental & Land Use Attorney to join its Environmental and Mass Tort practice group. This role is focused on Texas-based projects and offers an exceptional opportunity to work on high-value infrastructure, renewable energy, and power development matters. The ideal candidate will bring deep knowledge of Texas environmental and land use laws and experience advising clients through permitting, entitlement, and transactional processes. This position is well-suited for attorneys who thrive at the intersection of law, policy, and innovation, including involvement in emerging technologies such as carbon capture and hydrogen.
Location
Duties
Provide legal counsel on Texas environmental and land use regulations and entitlements.
Lead permitting efforts involving the Texas Commission on Environmental Quality (TCEQ), Railroad Commission of Texas (RRC), and local permitting agencies.
Guide clients through municipal and state land use entitlement processes.
Advise on permitting matters involving air, water, wetlands, UIC, endangered species, and offshore facilities.
Manage environmental reviews under NEPA and comparable state or local impact assessment procedures.
Support site remediation and risk analysis under CERCLA, RCRA, and state remediation programs.
Conduct due diligence and negotiate environmental terms in project finance and M&A transactions.
Coordinate with sponsors, developers, lenders, and finance attorneys on permitting, compliance, and environmental risk mitigation.
Review third-party environmental documentation such as Phase I/II ESAs, biological assessments, and cultural resource surveys.
Interpret title and survey documentation related to environmental constraints and lender requirements.
Counsel on ESA compliance, habitat conservation planning, and state Public Utilities Commission regulations.
Provide legal support for carbon capture and storage (CCS), hydrogen, and energy transition-related initiatives.
Advise on international and cross-border environmental legal issues, as applicable.
Requirements
Minimum of 8 years of environmental and land use legal experience.
In-depth knowledge of Texas regulatory agencies (TCEQ, RRC) and local land use laws.
Experience advising on infrastructure or energy development within the Texas market.
Background in environmental due diligence, permitting, and transactional support.
Ability to manage client relationships, timelines, and multi-agency coordination efforts.
Education
Juris Doctor (J.D.) from an accredited law school.
Certifications
Active license to practice law in at least one U.S. jurisdiction, with Texas licensure preferred.
Skills
Strong command of Texas environmental, energy, and land use legal frameworks.
Experience negotiating environmental provisions in financing and transaction documents.
Skilled at evaluating environmental assessments and regulatory reports.
Comfortable managing large, complex projects across teams and jurisdictions.
Excellent written and verbal communication abilities for client interaction and regulatory engagement.
Familiarity with clean energy and emerging technology regulations.
